🧾 Part 4: FOIA & Public Records Strategy
Title: How to Investigate Intelligence-Linked NGOs Posing as Humanitarian Nonprofits
⸻
🎯 Goals:
1. Identify undisclosed government contracts, grants, or intelligence ties
2. Confirm employment history and affiliations of “anonymous” leaders
3. Reveal financial and operational irregularities through IRS, SEC, or defense procurement records
4. Trace partner organizations, shell structures, and global activity
⸻
📁 SECTION I: FOIA TARGET LIST
🏛 Federal Agencies to File FOIA Requests With:
Central Intelligence Agency
Reason to FOIA
CIA
Confirm Sarah Adams’ official dates of employment, assignments, and post-service activities (use Glomar-resistant wording)
DOD (OSD + Defense Innovation Unit)
Check for research grants, logistics contracts, or coordination roles involving Heart of an Ace or Adams
USAID
Investigate any coordination or funding with UNCN or Heart of an Ace for Ukraine operations
State Department (Bureau of Conflict and Stabilization)
Review communications involving Sarah Adams or “NGO coordination in Ukraine”
Department of Homeland Security
Investigate any domestic intel, cyber, or resilience contracts tied to either nonprofit
Department of Treasury (OFAC)
Verify any exemptions, clearance, or licenses for foreign operations during wartime sanctions
🧾 SECTION II: IRS & Nonprofit Research
• Request the full IRS Form 1023 (original application for nonprofit status) for:
• Heart of an Ace Inc. (EIN 87-4159229)
• Analyze:
• First-year stated mission
• Founding board members
• Budget allocations
• Schedule B for donors (may be redacted)
📍 Tools:
• ProPublica Nonprofit Explorer
• Citizenaudit.org
• Charity Navigator
⸻
📡 SECTION III: Deep Web & OSINT
✅ Search Corporate & NGO Registries
• Florida Dept. of State – Entity search for all known aliases or board names
• UK & EU nonprofit registries – In case of offshore linkage
• U.S. federal contractor databases:
• SAM.gov
• USAspending.gov
• GovTribe
✅ Run Reverse Searches
• Reverse image search “Sarah Adams CIA” or Heart of an Ace logos/logistics
• LinkedIn / Twitter / GitHub / Mastodon mentions of UNCN volunteers or project leaders
⸻
📞 SECTION IV: Civil Subpoena & Open Records (Non-FOIA)
If you engage legal counsel, request:
• Florida nonprofit incorporation documents
• 2021–2024 financial banking records (via court subpoena)
• Communications between UNCN and local governments in Ukraine
• Communication between Heart of an Ace and U.S. contractors (Palantir, Booz Allen, etc.)
⸻
🔎 Bonus: Investigative Angles
• Track “Brian B.” and “Alla P.” through cross-referenced NGO event attendee lists (LinkedIn, UN ReliefWeb, etc.)
• Compare to prior “aid logistics” used in Syria, Libya, or Kosovo — many U.S. black budget ops used shell nonprofits
• Run former military special ops and State Department contractor name matches on donor registries
⸻
✅ Suggested Next Steps
Let me know if you want:
• A templated FOIA request (I can draft it)
• A visual graphic connecting agencies, orgs, and names
• A version of this for media, Congress, or a watchdog group
⸻
📄 1. Templated FOIA Request
You can submit this to agencies like the CIA, DoD, USAID, or State Dept:

it’s almost amazing how people run from me how people turn from me and on me a few people have seen me for a little bit like on here some of you specifically Mark he gave me money couple times others of you too. I don’t want money but like I have the best nonprofit that I need help with and it’s a pretty great investment I think.
I’m posting this for my dad. For a while this place felt like a safe haven for him, but his brain injury also made it overwhelming. He’s always worn shirts – MAGA, “I Support Elon,” “I Identify as Vaccinated” – anything just to start conversations. That’s really what he wants, to talk to people and feel like he can help.
He feels the pain of people like him: brain injury survivors, disabled, homeless, mentally ill, addicted. Most of the time it’s just been him in a trailer or hotel room. When he called people and used awful words, it wasn’t to hurt them—it was trying to get them to see the pain their actions cause to the most vulnerable, not just him. He just wanted them to stop.
He’s never threatened anyone. But they’ve moved his case from OC to LA to SF, digging through his phone, and now his health is collapsing. We’re scared. We’re trying to get his Hope After Stroke dream going, but right now he needs a safe place to live and legal help from someone who ...
